After the release of the new Jelly Bean 4.2 update, there have been changes to the protection level definition of the CHANGE_CONFIGURATION permission. If you have a good understanding of development tools, you have the option to manually grant the permission using the 'pm' command. Alternatively, if you have SuperUser privilege on your device, MoreLocale 2 can automatically obtain the required permission.

This app provides you with the ability to select from a wider range of locales. In the event that your desired locale does not appear, there is a custom locale function available in the menu for your convenience.
